It's a cumulative effect.
The morgues are also dealing with the day-to-day influx of bodies, not just Covid-19 victims. They all have to be processed and many require an autopsy. There are just so many MEs and technicians to go around and they are all working extended hours.

System-wide, there are simply more bodies being received than the ability to process them.

They also anticipate a great many more clients.
