Yeah, some have big rosters
Not sure what the largest roster size teams have has to do with the minimum a team could have.
Small high schools can have fairly small roster sizes.
You can complete a full season of high school girls football with 20 girls. I know because they currently do it every year in the league they created. The girls are not nearly as fast or strong so major injuries occur at a much smaller rate.
