He actually had really poor numbers prior to going to San Francisco. In 41 career starts with the LA Express of the USFL and Tampa Bay he averaged less than 180 yards per game and threw 27 Touchdowns and 43 Interceptions.

Of course, those Tampa teams were garbage, so I'm sure that didn't help.
