It can be used for any educational expenses, not just tuition
You can pay for laptops, books, housing, meal plans, etc.
Most states allow you a tax credit for a percentage of the amount invested, so it ends up being a .25 deduction for each dollar that you invest.
Lots of reasons to use it.

Yes, it's income based. It phases out after $175k.
