Yes. The 12 in support the article named plus PSG, Bayern and Dortmund (I hear). The other 5 would rotate. I don't love
The idea, but I also don't love the expansion of the current CL format.
If it happens, I would rather have a play in for the 5 instead of using a ranking coefficient cause those coefficients all favor teams from the top 4 leagues.
