The article I posted below says it is a sliding scale.
It mentions a higher GPA or in ACT can compensate for a deficiency in the other.
Why don't the change it? Principle. Experience. A misguided sense that they are actually an institution of higher education.

BYU = 3.3 and a 19. Utah is a 2.6 with an 18 and USU is 2.5 with a 19
