HCO - An blight on the record of BYU.
Time and time again I have heard that the HCO investigates the victims of sexual assault. There is ample evidence of that the HOC is completely out of control in this regard. This issue is so bad that most Bishops do not report ANYTHING to the HOC because it's "counter-productive"; therefore, I would say it's time that BYU disbanded the HCO.

Ask yourselves this question: How many victims of sexual assault have been re-victimized at the hands of the HCO? If the answer you give is greater than zero, then the HCO is clearly a threat to the wellbeing of the student body and MUST be eliminated. At which point, the resources spent on the HCO could be sent to a department that will actually benefit the students of BYU.

As a long term member of the church I can honestly say that I am completely ashamed of the conduct of the HCO in this regard. That being said, I would have to actively discourage my children from attending BYU.
It simply is not a safe environment. The policies of the school, the HCO particularly, do not protect or benefit students. Currently, they exist to protect the image of the school.

While victim shaming is not uncommon in higher education (a disgusting fact) it should not exist where the church is involved. The church is not given to victim shaming and certainly does not attack the victims of these heinous crimes. Likewise, BYU shouldn't be doing so either.

Lets send a positive message to the students of BYU and let them know their concerns have been heard. Disband the HCO and leave the students of BYU in peace.
