My son looked into a double major during his freshman year (last year).
It can be done (or at least it could last year), but you have to appeal for an exception to the rule.

You have to lay out a plan that shows how you can get all the course work done for both majors in 4 years. And the form said if you already have too many credits, they won't consider it.

Basically, it is generally not allowed, but it can still be done under the right circumstances.
