year college deans propose a budget for their college as the president builds the recommended budget for the whole campus. The president then makes a presentation to the BOT who must approve the budget. Income to the church is generated through ties and offerings and from some owned businesses and investments. How much from each source goes to BYU has never been reported as far as I know.
