I think it does show what set Garrett off. He held onto Rudolph and tackled him late & Rudolph tried to pull Garrett's
helmet off and couldn't. So Garrett showed him how.

Yep. That explains the pulling his helmet off but no conceivable excuse for hitting him with it.
