Electronics are being used. It's an explicit rule that has been on the books since the 70's.

a player standing on second base can attempt to steal the sign in that is totally legal, but using electronics is not and never has been. Whether other teams are doing it is irrelevant at this point. Considering the reaction by many of the players got the league I would say very few teams if any have been doing this.
