How honest are you on an exit interview when leaving a job?

If you are leaving because of the way leadership above you is doing their job, are you completely honest about that in the interview?

I guess it boils down to possibly burning bridges (and possibly helping the company realize some flaws) vs. just leaving and saying you have a better opportunity.
