It would regulate like you said, but we are basically feeding the wolves (by raising cattle and sheep where the wolves
can hunt them), and we aren't willing to let those populations decline enough to starve the number of wolves that are there. So the natural check on wolf population isn't there.

Whatever the "right" number of wolves is, we are going to have to impose that number on the wolves through hunting.
