Because they don't want people to kill them just to kill them
because they dont like them. They are afraid that they would eventually reach endangered status because of that.
People don't like rattlesnakes.
That said, they do keep the rodent population in check to some degree and they aren't the most aggressive snake out there. Just mind your own business and dont agitate them.
