It's mostly about emphasis by the school. 10 years ago my son's school had no
marching band, they had one previously but like most of the local schools it had been phased out. Then the school got a new Band Teacher who thought a Marching Band would be fun. He found another teacher who was interested in coaching Color Guard and they started recruiting students and each successive year the number of participants grew. Then a new HS was built nearby and they thought it would decimate the Marching Band but the year after the rezoning they had more kids than ever. It now has well over 125 students.

So, if there is a motivated leader and school support then most any program can be successful. So the issue is there just isn't support at the faculty level at most schools for Marching Bands. If students think the faculty cares then they will care.
