Given the other CA line is $90B over the original $33B budget and will have
taken 20 years to get the very first leg operational, I don't think it will happen.
Furthermore, with more and more people crying foul about the size of the federal debt, the likelihood of picking up the tab for more CA boondoggles is less likely.
