They completed their line in Florida on time and on budget. And the logistics of
that one seem to have been more complicated than this one.
This is not the government building this line. This is a private company with a proven track record already.
So I would say the chances are extremely high this gets done.

It will be overbudget, a complete mess, overpriced, and eventually underused. US should learn from Japan
