Bad solenoid or loose wiring wouldn't cause it to stay on. It just wouldn't turn
On from the clock.

It's either on manually (a lever, bleed screw, or the solenoid is unscrewed) or you have something stuck in the diaphragm inside the valve or the diaphragm is cracked/ripped.

Pop the top, be careful to not lose the spring or any other parts, clean the diaphragm, put it back together and turn the water main back on.
