I found some conflicting information about that on message boards.
You can definitely self install and claim the Federal rebate. The state was more confusing.

Ultimately I went to the state website. The application for the Utah Renewable Energy Systems Tax Credit asks:

Was the system self-installed by the applicant? (If yes, you must have the system
inspected by a certified professional and include a receipt of the inspection in your
documentation package.)

I think when people talk about self install not being eligible for rebates they are doing it on the sly without pulling permits and going through the inspection process. Like people who finish their basements without permits and then get surprised when their insurance won't pay out when their house burns down.
