BYUtv does broadcast in HD but some tv providers don't pick up that feed.
For example DirecTV does not pick up the HD feed and so they only broadcast in standard definition. Could that be what's happening for you?
PS: if you don't have BYUtv in HD through your tv provider you can purchase a streaming device like a Fire Stick or Roku and be able to stream BYUtv in HD to your tv.
