A lot of multi-million fixtures have a device that regulates power flow into
The individual lights. I can't remember what it's called right now. It prevents you from using bulbs that draw too much power. (ie, no 80 watt incandescent bulbs in 40 watt fixtures)

In my experience, they inevitably blow out and stop allowing any power through. I have removed it an wired the bulbs directly to the power connection, and then it works.
