There is no problem with giving a cash discount. You cannot charge extra for

using a card. In other words, if an item is $10.00 and somebody pays with card, you can only charge $10.00. However if they pay with cash you can charge less if you want. So a cash discount is okay, but you cannot tack on an extra fee for card usage.
