Rules suggestion: agreeing to the rules.

So....

I just had to agree to the rules to be able to discuss the rules I just agreed with.

Perhaps have a more detailed description of the rule change so people can look into it.

Also an opportunity to discuss the rules with someone before Having to agree to the rules.
