it is the easiest, most sensible solution. the only drawback to that would be the 7/8 seed teams tanking to get out of the playoffs - but I don't see it for two reasons

1) once they make it, the mind set is they can pull the upset if a few things go right early, split on the road, etc.

2) its not worth it for a 10-20% chance of getting a top 3 pick or whatever.

having said that, if you try it for a few years and 7/8 seeds start tanking, you change it. but it is the easiest, most logical way of doing it and it completely fixes the problem.
