December weather in NYC can fluctuate from mild to bitter. I think most of the Pinstripe bowls have been fine, but the 2017 Pinstripe bowl was brutally cold. I felt bad for players and fans. The week in the city would be fun, but the game and seeing the sights is much less fun in brutally cold weather.

I would guess that December Chicago bowl game will have even greater weather risks.
