Just did this last week....
The blue card matters.
The advancement chair from the committee officially enters the award and date, and tgawill should be the same as the blue card
I assumed all LDS units were doing scoutbook.org which communicates with the council. That made it very easy.
Is your unit linked to scoutbook.org?
