I wouldn't worry about a parent screaming at his or her own child in Target
I'd move along.
It may be wrong or it may be okay. I'm such a selfish, egocentric screw-up that I don't allow myself many cycles to worry about what other people do to their kids most of the time unless it's really funny. I'm always available for a laugh.
