Cartagena is great for the historical aspect. Barranquilla has the temple, but that's it. Santa Marta's beaches are nice. I have been to Parque Tayrona, but plan on going next year and doing the Ciudad Perdida hike. They say it's safe and haven't had a kidnapping since 2012.
We rented a car and drove all over the coast. It was a blast.
