This has actually been submitted as an idea, and got quite a few votes:
UserVoice

Tagging users on the main board = post shows in their followed threads

If you want to direct a comment to specific a poster, you can tag their @username. Then anyone can choose (via their personal settings) to allow posts where they are tagged to show up in their Followed Threads or not.

But IIRC, this is pretty difficult coding for Jefe.
