Road Trains should never be allowed within city limits. But for long haul, point to point routes it can make sense.
That's why Australia is cool with them. They run the coast to coast routes without an issue because there is some tumble weed in between.
The road wear isn't really an issue as the weight of each trailer is still relatively the same but it is just more trailers attached to the same tractor.
