It is cheaper to just dump it in the landfill. Always has been.
Right now the cost differential is getting too big due to the decline in the material values. As a result, there isn't the political will to raise prices enough to cover the cost, which is understandable.
Maybe in the near future, our kids can do paper recycling and aluminum can recycling for fundraisers again?
