Along with the 3 target suspension they change the targeting review process a little. The replay officials now have to either confirm a targeting call or overturn it, there is no more "let it stand" option. That means that if the targeting is in doubt then it is overturned instead of the old rule that said that if there is a doubt then error on the side of safety and let the call stand.

The replay officials can still initiate a targeting review if it was not called on the field.
