It's not as seamless of a transition. However, having a coach that has been an OC and been one for over a decade, might make the transition a little smoother etc.
My point is, I think this fact is overstated by many BYU fans. It's nothing new at Utah. Utah beat BYU with 6 turnovers and a NEW OC with no OC experience in 2017.
Utah WON their first game with each of those new coordinators (Including wins over Michigan and Pittsburgh)
Again, it's not making things easier for Utah, and there is a lot of truth in what your saying, but somewhat overstated in my opinion.
