DaVinici Resolve is free and pro quality. Just make sure you have 8 to 16 GB of
RAM and a newer graphics card. Also, higher CPU core counts help. (Not difficult requirements, but older PCs may not meet them.)

Shotcut is also free but it has fewer features and I find it freezes on a frame rendering on my old iMac if there are too many clips.

If you're willing to spend $100, though, yeah, Adobe Premiere elements is great for a standard Windows PC.
