I think if the ball is fumbled out of bounds in the end zone the offense should get the ball back at the spot they lost possession.

Move back the XP. It doesn't have to be 35-yard FG attempt like the NFL. But something more difficult than a 19-yarder

The other team should have to recover it. If they dont, offense gets it back where they lost possession

No that’s different. A safety is a safety. If a player were to run out of bounds in their own endzone then it’s a safety
