Loss of 4 1st & 2nd round draft picks is probably the bigger punishment.
That said, if any team was given a choice between a WS championship and that penalty, no one even blinks an eye to take the championship.
Plus with the MLB not having a salary cap, losing draft picks isn't as big of a deal to franchises that are willing to exceed a $200M payroll (Yankees, Dodgers, Astros, Red Sox). They can just buy the big-time players later.
I dunno. It's hard to really punish pro-franchises unless you catch them cheating before the win a championship. After the fact seems like nothing.
