Ours starts in Feb. Back before my company switched to unlimited PTO I hated being in the office in Jan because of all the sick people that would show up because the were out of time.

My guess it accrues paycheck to paycheck and not annually.

Companies I've worked for just give more PTO, then you use it for both.
