It goes the other way too. A kid breaks out at a small school, and can now
transfer to a blue blood without having to sit out.

IMO, most people will end up unhappy with this rule, as it will benefit blue blood programs more. They practically turn over their entire rosters every year now anyway. So why recruit unproven high school students? Go after the players that have proven themselves.
