Close everything, flatten the curve, get back to life as normal more quickly
Or you can keep thing open...see exponential growth in the number of people affected and never recover.
Obvious answer is obvious.
However, I don't know that life will ever be the same after this. I think that we've learned how fragile a JIT economy is...which would ultimately be a good thing because hopefully we'd take steps to make things anti-fragile (Talib would be proud).
