Because prevailing wisdom is that it passes through the air in droplets from coughs and sneezes and not so much
in moving air. So it's not going to be moving from one apartment to another anymore than it's going to move from one person on the other side of an open field to another person on the other side.

But when you go out, you're more likely to touch surfaces that have been soiled, or interact with people closely enough that their droplets get to you.
