"helping out a little" is a euphemism in this case for fraud and stealing.
If he wants to "help out" his employees a little, there are other ways, like, ummm I don't know, paying them a higher salary, or giving them better benefits. Defrauding the government isn't my first "go to" to help those who are struggling.
