Trying to send? Or is it common carrier and therefore illegal to stop a text from being sent/delivered?

I ask because I tried to send my wife a link and she never receives it. Send her a normal text, immediate delivery. Try to send another link, again, immediate delivery. Try to send the original link that wasn't delivered a second, third, and fourth time, not delivered.
