I’ve got the same situation. 7 v 7 and ten player roster
I have a goalie play the an entire half. Then I have three groups of three that i rotate evenly in and out of the game. Everyone plays the same amount.

Rec is mostly about fun and somewhat about development. Play them all.

Play to win adjusting playing time based off the quality of the opponent

No one plays more than a quarter more than anyone else.

I would play the top 2-3 kids 90% of the time then split

The better players can help the others play better and gain confidence as well

I've found the "confidence" thing can make a big difference.

IMHO, telling kids that score/winning doesn't matter is a terrible thing to do.

I try to have playing time as equal as possible over a season in Rec league.

Here's a rec league substitution system I use in Soccer and Basketball:

There's an app that tracks playing time and positions as well.

We play 4 10-minute quarters.
