I'm talking about the administration. They don't want BYU to get a spot, and

probably hold out some how they can get 2 spots in the ny6 games. One of their teams losing to BYU certainly hurts their chances.

I agree. The P12 doesn't care about BYU. BYU declined to play so they moved on.
