If you see those types of posts on other sites.. You can report them. Once twitter/facebook/instagram are made aware of the posts they will be removed.
However, My assumption is that this 'Offensive Content' you are talking about is just stuff you don't like. Why don't you post links to these 'offensive' posts? (again.. just because its offensive to you doesn't mean its 'illegal')
