Not sure where they are getting their info - speculation

There is nothing about the games being cancelled on any Japanese website and the plan was to decide by the end of March. Japan hasn't (as of a few days ago) approved a virus vaccine。

There is talk of having no limit on spectators at venues, 50 % of venues, or no spectators right now。
