Situationally annoying. I was in a situation a few years ago that changed my
perspective on it. A few years ago I went to Zupas with my parents and some extended family. My mom was terminally ill with cancer, and she was at that stage where she had enough energy to walk short distances, but would get tired pretty quickly. It was packed inside the restaurant, and so we pounced on an available table real quick before getting in line to order our food so my mom could sit down. She saved the table for the rest of us while we ordered.

It just opened my eyes to the fact that we don't know the whole story and situation with other people. You wouldn't have been able to tell my mom was in the state she was just by seeing her sitting at the table waiting for us to order. So yeah, that experience (along with others related to what we went through with my mom) really gave me a different perspective, and so I try not to assume or judge too harshly in random situations like that now.

Having said that, if people do it without extenuating circumstances (which I'm sure is the majority of people) - a pox be upon their heads, and might their food burn their bowels on the way through!
