Yes 2023 schedule does not appear to be a grade A schedule.
It looks like a Jarom Jordan-desired schedule. but of course, we have to actually have the season to know how good the teams actually are. Maybe Rice and UNLV and USF and Fresno will really improve by 2023.
Of the 6 home games, 4 are average to bleh (USF, Rice, UNLV, Southern Utah)
Tennessee and Boise State are the other 2 home games which are excellent.
