If the time agency’s entire job is to prevent every parallel timeline from being created, isn’t Dr Strange creating a parallel timeline every time he uses the time stone?

And isn’t the time agency doing a really crappy job if Dr Strange was able to look at 14 million some odd timelines to figure out which one was gonna beat Thanos?

And even if he’s not creating a bunch of deviant timelines, why are they cool with him running a bunch of simulations and picking the preferred timeline. Is he the authority on the supreme timeline?

I dunno. I haven’t thought about it more than the last 10 mins or so, but it seems off to me that Loki and Dr Strange could be part of the same universe and not be clashing in a pretty major way.
