No you can't.

First, 40 degree days mean the winter months are in and that means the days are shorter. Courses will not possibly be open and if they are tee times will be later because of frost.....and there is no dry fly action on a river on a 40 degree day outside of a small midge hatch possibly which happens around noon....and my pool in the backyard isn't open until March....which is not 40 degree days anymore.

I agree with that, but the cold equivalent of 100 degrees is more like 0-5 degrees.
